As people were trying to figure out what has happened to the Church several documents began to circulate.  When someone found something imporant, they made copies and gave them to friends, and mailed them.  Soon a document would have traveled the world.

Fr. Francis Fenton published Canon 209 and the excerpt from Quo Primum that grants priests a perpetual right to use the Tridentine Mass.
